Steven Culbertson

Deputy Director of Residential Programs and Housing Development
Steve is the Deputy Director of Residential Programs and Housing Development. In his role, he oversees Swords' six supportive housing sites in San Francisco that house 500 formerly homeless veterans. He also oversees housing development projects. Previously, he held the role of Associate Director for Programs and Operations where he oversaw Swords' housing services program known as Supportive Services for Veteran Families, Drop-in and Employment & Training. He works collaboratively with the VA and the Continuums of Care as well as other nonprofit partners to effectively end veteran homelessness in San Francisco. Steve grew up in the suburbs of Philadelphia, PA. He attended Brown University where he received a bachelor’s degree in religious studies and attended the University of Pennsylvania where he received a master’s degree in city planning. Prior to moving to San Francisco in June 2017 to join Swords to Plowshares, Steve was the Director of Veterans and Housing Programs at Impact Services Corporation in Philadelphia. In 2015, Steve, along with many other government and nonprofit collaborators, effectively ended veteran homelessness in Philadelphia according to the standards of the United States Interagency Council on Homelessness (USICH). Steve lived in West Philadelphia for 31 years and now resides in Pacifica.
