Stephen Chen is the Chief Financial Officer at Swords to Plowshares. In his role, he manages an annual operating budget of more than $30M and nearly 50 government contracts that support the agency's wrap-around programs. Stephen joined Swords to Plowshares in 2015 as Controller and was elevated to Finance Director in 2022. During his tenure, Swords to Plowshares' annual budget has grown more than $15M with complex contracts and housing development projects. Prior to becoming part of the Swords to Plowshares community, he was Controller at Brighter Beginnings in Oakland, FP&A Controller at Cemetary Management Services, and Senior Accountant at CSU East Bay Foundation. He has a degree in business administration and accounting/finance from Cal State East Bay. He lives in San Leandro and enjoys exploring national parks with his wife and two sons.
