Interim Facilities Manager
Description

The Facilities Manager oversees facilities operations and maintenance at multiple locations and vehicle fleet management. The Facilities Manger provides input regarding unmet needs within operations and forecasts the needs of potential new sites.

Responsibilities

Facilities Oversight

  • Manage maintenance for all facilities to include maintenance reports, preventative maintenance and replacement schedules for equipment and vehicles, and maintenance service pool for repair and service requests from all sites
  • Supervise maintenance functions as performed by Resident Managers at all sites
  • Manage contracted maintenance services, including elevator service contracts
  • Ensure prompt maintenance and repairs requirements for unit turnover at residential properties and maintain the unit turnover log
  • Manage and provide oversight for approved purchasing or contracting for maintenance supplies, tools, appliances
  • Guarantee OSHA, fire and other safety regulations are met
  • Ensure MediCal certification requirements are upheld, including threshold physical requirements and pass scheduled inspections
  • Clearly post facility management policies and services at all housing sites and other facilities as appropriate, including pest control and hoarding/cluttering policies
  • Create and maintain budgets as required or requested
  • Review of utility and Recology expenses for all sites and make recommendations as needed

Purchasing and Contracting

  • Solicit, acquire, and document competitive bids in accordance with agency and federal purchasing guidelines, including obtaining required number of estimates from contractors, ensuring compliance for specific site requirements for mandates such as prevailing wage, approved vendors, and submitting within approval policies
  • Schedule approved work and provide oversight for contracted services, including the development and finalization of project-specific punch lists
  • Coordinate removal of debris from each site on routine basis.

Janitorial Services

  • Manage contracted janitorial services to ensure required duties are performed
  • Coordinate with Property Managers to hire and supervise site-specific janitorial employees
  • Manage purchasing and inventory of janitorial supplies and equipment
  • Approve and submit payment for contractor custodial and maintenance services

Motor Fleet

  • Oversee mileage and gasoline logs and accounting functions by vehicle/program
  • Maintain routine maintenance schedule and logs for all vehicles
  • Create and monitor annual fleet budgets
  • Research new vehicle purchases or leases
Education
  • Bachelor’s degree or equivalent in education and experience
Experience
  • Minimum five (5) years of experience in facility management with experience in hiring, training, and supervising staff
  • Translatable military experience and skills may be alternatively substituted
Qualifications
  • Ability to monitor budgets
  • Knowledgeable in fire & safety guidelines
  • Certification with high-rise fire safety (within one year of hire)
  • Knowledgeable in OSHA regulations and precautions/practices for handling hazardous materials
  • Valid California drivers license
  • Reliable vehicle with current valid insurance as the position requires regular travel between sites
  • Available outside the normal schedule to respond to occasional situations and site emergencies until resolved
  • Must be able to communicate effectively with a variety of personalities and be comfortable working with an at-risk client population, including embracing the agency’s Diversity, Equity, and Inclusion initiative
Skills
  • Ability to manage multiple and diverse tasks simultaneously, including the effective supervision of various direct reports
  • Ability to work effectively and collegially with peers in property management
  • Well organized
  • Effective time management skills
  • Ability to write cogent management reports, organize technical information, and to create and maintain logs
