Associate Director of East Bay Programs

The Associate Director for Programs – East Bay is the person in charge of and providing leadership to Swords to Plowshares’ operations in the East Bay.  This position reports to the Chief Operating Officer and is the primary point of contact and manager responsible for the organization’s consistent achievement of its mission, strategic, and financial goals in the East Bay.  This leadership position is charged with expanding and enhancing the agency’s presence and operations in the East Bay.  The successful candidate will be responsible for programmatic and other oversight activities and for identifying, and acting upon, opportunities to increase Swords to Plowshares’ impact in the East Bay.  This position oversees multiple direct service programs with reporting lines to Employment & Training, Supportive Services, Outreach, Housing, and Legal Services Program Managers and Directors.

The successful candidate will be responsible for programmatic and other oversight activities and for identifying, and acting upon, opportunities to increase Swords to Plowshares’ impact. This position oversees and/or helps coordinate multiple direct service programs with dynamic reporting lines to Employment & Training, Supportive Services, Outreach, Housing, and Legal Services Program staff, managers, and directors.

  • Work with key staff and board committees to develop and carry out short-term and long-range strategies in the East Bay that fulfills its mission, as authorized by Senior Leadership and the Board of Directors
  • Provide leadership in developing Swords to Plowshares’ East Bay programmatic, organizational, and financial plans
  • Network with local, state, and federal government agencies and officials, as well as elected officials to enhance agency visibility in its East Bay operations and to identify potential funding and partnership opportunities
  • Identify, engage, and promote the agency to key organizations and individuals that can help further Swords to Plowshares’ mission in the East Bay and act as agency lead for representation with East Bay coalitions, committees, or other bodies that further achieving agency goals and strategies
  • Ensure that agency Senior Staff and Board are kept informed on the activities and financial condition of East Bay programs, preparing regular reports as appropriate
  • Attend meetings as required
  • Ensure that East Bay programs achieve or exceed contractual goals and outcomes
  • Ensure effective communication among the staff, management, the Board, clients, and other provider agencies in the East Bay
  • Ensure that job descriptions are developed, regular staff performance evaluations are performed, and human resource policies are implemented in East Bay operations
  • Ensure that maintenance of official records and documents are compliant with applicable federal, state, and local laws and regulations
  • Maintain a working knowledge of the readjustment challenges facing veterans, and maintain regular contact with Swords to Plowshares clients
  • Establish and maintain working relationships with community groups, government agencies, politicians, corporations, and other related organizations in the East Bay
  • At the direction of the Executive Director and in coordination with Communications Director, act as the agency’s spokesperson to the media and others for East Bay operations and activities as may be appropriate
  • Advanced degree in management, non-profit management, government relations, or social work
  • Demonstrated experience that indicates a working familiarity with the requirements and qualifications of this position, as stated, may be considered in lieu of an advanced degree
  • Minimum of five (5) years of demonstrated program management/lead administrative experience in the successful operation of employment, supportive service, and/or other direct services programs, serving low income and “hard to serve” clients in a non-profit setting
  • Demonstrated experience in the creation and development of direct service programs
  • Military service and other lived experience highly honored
  • Familiarity with government and foundation funding processes and a demonstrated ability to organize/assist with fundraising efforts
  • Excellent written and verbal communication skills
  • Excellent organizational skills and attention to detail
  • Entrepreneurial capacity within a mission-based nonprofit paradigm
  • Ability to represent the agency and its programs in front of an array of audiences
  • Computer literate with a working familiarity with Microsoft Office, email, and related programs
  • Demonstrated ability to provide leadership to a program or an organization with a diverse group of staff members
  • A working understanding of the problems of veterans with an emphasis on the readjustment problems of Vietnam and post 9/11 veterans
  • Direct experience in managing/administering projects funded by diverse governmental, private foundation, and/or corporate gift sources
  • Familiarity with the preparation of funding and refunding proposals
  • Must be able to perform all functions of this job within what would be considered reasonable accommodation
  • Physical requirement include being able to sit or stand for long periods of time
  • Must be able to communicate effectively with a variety of personalities and be comfortable working with an at-risk client population, including embracing the agency’s Diversity, Equity, and Inclusion initiative
