S.F. Planning OKs $10M housing for homeless

A storage facility and seasonal homeless shelter moved closer to being converted into permanent housing for the homeless when the $10 million project approved April 22 by the San Francisco Planning Commission.

The nine-story building at 150 Otis St. would provide 76 housing units. The historic nine-story building was the city’s first juvenile hall and detention center when it was built in 1916. It was subsequently used as office space for the Department of Human Services and since the 1989 Loma Prieta earthquake, it’s been storage space and temporary homeless shelter.

The Chinatown Community Development Center and Swords to Plowshares, a veterans’ support group, would develop and operate the facility. Gelfand Partners Architects is designing the conversion.

The property is located mid‐block on the west side of Otis Street between McCoppin Street and Duboce Avenue, within the Market and Octavia Neighborhood Plan area.
